New Build SAP 2005 / PEA / SBEM |

All new building, building extension or refurbishment must comply with the Building Regulations and one of the requirements is to show that the proposed building work complies with the Building Regulations Part L Conservation of Fuel and Power.
The design standards are published in the following Approved Documents:
Dwellings L1A Conservation of fuel and power in new dwellings. L1B Conservation of fuel and power in existing dwellings.
Commercial Buildings L2A Conservation of fuel and power in new buildings other than dwellings. L2B Conservation of fuel and power in existing buildings other than dwellings.
Building Control require that the planned building meets the required compliance, part of which is to show that the proposed building meets or surpasses the Target Emissions Rate (TER) for CO2. Details of the construction and insulation of the floors, walls, windows, roof together with the heating and lighting system, orientation and location of the builing are entered into the software which then calculates the building’s actual emissions rate. This is known as the Dwellings Emissions Rate (DER) for housing and Buildings Emissions Rate (BER) for commercial properties.
Once the building has been completed, a second calculation is undertaken to show what has actually been built meets or betters the Target Emisons Rate. From this final data entry an On Completion Energy Performance Certificate is generated which graphically shows the efficiency of the building.

SAP 2005 software is currently used to calculate the CO2 emissions rate from New Dwellings and Extensions and to check for Building Regulation Compliance as well as generate the new On Completion Domestic Energy Performance Certificate required for newly built property. |

A Predictive Energy Assessment or PEA for short, must be included in the sales particulars for dwellings that are marketed when they are incomplete or are being sold off plan. A Predictive Energy Assessments gives an indication of the energy rating of the property when it has been completed. Once the property is complete Building Control will require a Compliance Check and new Energy Performance Certificate may only be produced using SAP software. |

SBEM is used to check that new commercial buildings and commercial extensions are compliant with Part L2 A&B of the Building Regulations in exactly the same way that SAP is used for domestic dwellings. Where residential accommodation is being built in a commercial property or when blocks of flats are being built, stairs and common areas should be assessed using SBEM to ensure compliance. |
